Slamming Pakistan for adopting terrorism as its state policy and harbouring militants, Union Home Minister Rajnath Singh on Monday offered Pakistan help to counter terrorism flourishing on its soil.

Singh said India is ready to help Pakistan take action against terrorists, including in Pakistan-occupied Kashmir. At the same time, he said Pakistan should close down its "factory of terrorism". "This will open vistas of development and help in ensuring peace in South Asia," he said.

Singh, who was in Chandigarh to attend the regional editors' conference on Monday, said Pakistan's obsession with Kashmir has reached such a level that it fails to distinguish between terrorists and freedom fighters.

Commenting on the recent surgical operations, the home minister said these strikes were pre-emptive action against Pakistan, and India does not have any ill will against the people of Pakistan. He said Pakistan has been isolated not only in South Asia, but also in the world. He said the government has decided to completely seal the international border with Pakistan by physical and non-physical barriers by December 2018.

"There is a 182-km stretch in which the construction of a physical barrier is not feasible due to geographic constraints like riverine, low-lying, creek and marshy areas. In this stretch, advance technology solutions, including cameras, sensors, radars and lasers, among others will be deployed," he said, adding that the Border Security Force is testing the available technologies through pilot projects in Jammu, Punjab and Gujarat.

Border security, he said, was a very sensitive issue and India is engaging all neighbours, except Pakistan, diplomatically to ensure peace along the borders.

He added that because of development work, transgression incidents at the China border have also come down drastically. On the insurgency in the Northeast, Singh said the government is continuing dialogue with all the groups and claimed that such incidents have come down.

On Jammu and Kashmir, the minster expressed hope that normalcy will return in the state soon. To a media query, he said radicalisation was not a major challenge in India as people have a sensible approach towards the issue.Slamming Pakistan for adopting terrorism as its state policy and harbouring militants, Union Home Minister Rajnath Singh on Monday offered Pakistan help to counter terrorism flourishing on its soil.
