A miffed cabinet secretary PK Sinha has now asked the ministerial representatives to incorporate specific action plans recommended under different heads, such as making services "face-less, paper-less, cash-less", "minimum government, maximum governance," and "connectivity and digital identity for all".
To reduce government's footprint in delivery mechanism, the panel of top bureaucrats has proposed exit from air services, hotel and travel agencies, while also suggesting to get rid of 27 cesses to slash taxation, cut back the number of tribunals from 36 to 17 and restructure 680 autonomous bodies.
The panel has also suggested to make governance online to be faceless, paperless and cashless. Job vacancies, for instance, should be advertised on the common government portal instead of just the department website.
Besides applying and accepting fees online, it said certificates should be obtained from 'digital locker' in an automated process.
